"The boys who he targeted were a part of the junior league of that fraternity," said Dougherty County School Police Assistant Chief J.C. Phillips. "So when they were at a function mentoring a function, he just kind of showed up. Introduced himself to the boys, and weaseled his way in that way. When Dougherty County School Police heard the complaint about Burns from the 15 year old boy's parent, Burns was no longer an employee of their schools, but police officials would not let a potential child predator possibly endanger other children."There was a hideous crime that had been committed.
The possibility of several different incidents," said Dougherty County School Police Chief Troy Conley. "And although he had moved on, and was no longer here in Dougherty County, we did have information he was part of a school system in Muscogee County, Georgia." "He had to be stopped. We didn't want to just shift our problem off to another school system and let him continue his behavior there," said Phillips.Burns was arrested in November 2012, and the Albany District Attorney's Office then learned Burns was HIV positive, and charged him with felony reckless conduct. Now the D.A. and School Police Investigators are reaching out to other victims they may not know about.
"There is always the possibility that there may have been other victims out there. And hopefully if they are, they will develop the courage to come forward," said Conley. "We're concerned about their well being and their health at this point."The scandalous teacher Philip Burns was indicted on five counts of molesting young boys. Prosecutors charge he sexually molested one boy, and asked another boy to send sexual pictures of himself. Dougherty County School Police ask anyone else with concerns about Philip Burns to call them at 431-1812 and to seek medical treatment at once. Burns is out of jail on bond. Investigators contacted the state Professional Standards Commission to make sure he is kept out of other schools.
Neely was taken into custody last week, police told South Florida's WPTV, after her husband tracked her location using the GPS on her phone and found her getting it on with the teenager in a nearby parking lot.
Neighbors reported the incident to the police after the teen showed up at a nearby home later that day and said he'd been kicked out of the house "because he had sex with Amie."
A representative for the Community Christian Academy in Stuart, Fla., where Neely was a teacher prior to the incident, told the Daily News on Wednesday that she is no longer employed by the school.
“Community Christian Academy is aware of a legal situation involving a teacher and we are cooperating with law enforcement officials who are dealing with this as an ongoing investigation," Norma Hammond, administrative director for the school, told WPTV in the wake of Neely's arrest. “For that reason we have no further comment at this time. We will be issuing a more detailed statement after meeting with school board and church leadership.”
"But you know what? She is a human being," parent Terri Gillam told WPBF 25 News. "And we all are vulnerable at different times in our life. You know, and that's sad. It's sad, because evidently, low self-esteem, you never know what goes on in people's homes. It's sad. And that's what I feel like, and that's what I pray for -- for her."
“...We arrested Dominic L. Madison, a teacher at Treasure Coast High School,” Sheriff Ken J. Mascara said in a prepared release. “He faces 39 charges of sexual activity with minors and one count of using a child in a sexual performance. He is being held at the St. Lucie County jail under $1,535,000 bond.” They also arrested Janifer Thomas, 35, described by detectives as Madison’s girlfriend. She is charged with being an accessory after the fact and failure to notify law enforcement of knowledge of a suspect of child abuse.
“We believe there may be additional victims,” Mascara said. “I want to ask parents of Mr. Madison’s female students to talk with their daughters. I encourage victims to contact sheriff’s detectives at 772-462-3230.” The “sexual performance” charge relates to a sexual encounter recorded by Madison and stored on one of his computers, Mascara said. Detectives seized several of Madison’s computers and storage devices, which detectives are examining for additional evidence. According to an arrest affidavit for Thomas, deputies went to a home in the 1300 block of Southwest Amboy Avenue, Port St. Lucie and spoke with a man who Thomas had contacted earlier in the day. He told deputies that Thomas had told him she found a video on her home computer around 5 p.m. of Madison having sex with a minor.
Investigators also have found evidence of other encounters between the two that cannot be prosecuted because of the statue of limitations. Police say the alleged victim never had Smith as her teacher. Smith was booked into San Diego Central Jail on 14 counts of sexual contact with a minor. He is being held on $350,000 bail.
Officials believe that Smith, who has a wife and two children, had sexual relations with at least one other underage student who has not been identified at this time.
Though the court heard the teacher did not coerce the three students into the sex, a Michigan law states that teachers cannot have sexual relations with students.
His attorney Robert Mullen pointed out that Tomblin had been a steadily employed teacher who had no criminal history and who pleaded guilty to spare his victims the emotional ordeal of testifying during a trial.Tomblin tried to state the victims as having wanted sex with him; as if this was a license to infect innocent people without their knowledge. His defense attorney stated Tomblin said:
'He didn't stalk or coerce any of the victims. In the words of one of the victims, they wanted something to happen.'
The three teens, aged 16, 17 and 18, testified during a preliminary examination in June.
One teen said he had sex with Tomblin in the teacher's office. Another said the sexual acts occurred at his sister's house and in a car parked close to the school.
The third teen said he and Tomblin traded explicit photos on their cell phones, but never had sex.Source
